Analysis of revisions to the Security Administration Punishment Law
In late June, the National People’s Congress Standing Committee approved a major overhaul of the Security Administration Punishment Law (治安管理处罚法). This is the law that allows police to directly impose punishments, including detention, for various offenses deemed minor. This punitive regime exists outside of the criminal regime governed by the Criminal Law and the Criminal Procedure Law.
